Can you make public the agenda if any you have in mind for helping the class 1 retirees who join your fold to secure the much needed Updation of their pension? A straight Question from GNS

 G N Sridharan observes. 

I was following with keen interest the posts in the blogs relating to the reported latest move of the Federation of LIC class1 officers' Associations to enlist retired class1  officers as Life members of their organization. I had initially thought of refraining from expressing my views on the same.However as one who was deeply involved in both the federations of Serving and Retired class1 officers for long spells(18 yrs & 10 yrs respectively )i am tempted to react on the said move.(Let me hereafter refer to the said two organisations as Fedn-S & Fedn-R respectively  in this note for the sake of brevity)


As human memory is short it is necessary for me to trace a bit of history.The Fedn-s in LIC  in it's present form came into being  in the later half of 1964 thanks to the pioneering and dynamic efforts of Shri Ashok Kaji who was supported whole heartedly by activists at Mumbai , Delhi, Madras & Calcutta .At one or two of these centres independent associations were functioning who got immediately affiliated and gradually the movement started catching up at other places.I had the privilege of being the jt.secretary ( south zone ) almost since inception and possibly today I am one of the very few persons available to vouch for anything about the past in regard to the old days of Fedn-s.(It's another matter that the present leadership of the Fedn-S celebrated Diamond jubilee in 2018 itself instead of waiting till 2024 on the assumed justification that officers organisations were functioning prior to 1964 at some places .I am clarifying this to avoid any confusion in the minds of old-timers.)The need for an exclusive organisation for class1 employees was taken note of in the context of the fact that as in the case of Banks,unlike other classes ,officers were having no protection under the Industrial laws and hence they were at the receiving end for bad treatment and left to fend for themselves.


As regards Fedn-R ,the same was launched at Delhi on 

2/5/2000 at a meeting attended besides myself from Chennai by m/s SK Mukherjee,KK Nair,VK Jain , Amritlal (Delhi) VN Kelkar (Mumbai) ArabindaGhosh (Kolkata ) and others.The bye-laws of this body was adopted at a meeting held at Kolkata in March 2021.The need for having a separate organisation for Retired class 1 officers was discussed thread bare at the meeting particularly the point that Fedn-s was already in existance to serve as a good source for membership.

Unfortunately what was envisaged did not happen subsequently or even earlier because there were other Associations sponsored by others and many a  class 1 retiree had already enrolled themselves in them at several places particularly at non metros in the country.No one in the leadership of Fedn-R including myself liked to change the situation at several centers.The result has been till this day is that Fedn-R has had very little geographical expansion in it's existance.


The common feature in both the cases is that they do not specifically prohibit dual membership of different organisatons with same ideals and objectives.


The above narratives will show that I had the opportunity of knowing first hand on what were the basic   objectives  of the two exclusive organisations of class 1 officers in service or retirement.I categorically state that the byelaws as originally adopted laid down that the membership of the Fedn-S shall be available only to those who were SERVING as class1 though direct membership at apex level  is allowed to facilitate induction of outsiders who can be of help in the causes of officers.I do not know if the relevant clause has since been amended. Moreover it should be appreciated that after the introduction of the pension scheme the retired officers' constitute a homogeneous group under law emanating from among class1 employees of the corporation.To treat them as a pure and simple retiree - whatever be the motive,-does not seem to be fair!!  The fact that with assured wage revision every five years with index linked DA having come to stay the task of Fedn-s has become easier to cater to the needs of their members in service.


I am for once in full agreement with the volley of questions posed by Shri CH Mahadevan to the present leadership of Fedn-s.viz Can you make public the agenda if any you have in mind for helping the class 1 retirees who join your fold to secure the much needed Updation of their pension?

I appeal to to the leadership of the Fedn-s to withdraw the proposal in the interests of peaceful co-existance of all organisations of all classes of employees of LIC in service or retirement.

I am very sorry to inform our friends that before we could digest the news about the loss of our 2 friends due to Covid 19, another sad news that Shri T V Ramakrishnan, former Asst secretary Legal Dept SZO, one of our very senior members, passed away due to heart attack at Mumbai at the age of 86. The Hindu dt. 17-05-2021 carried his photo with a lot of details but without a word about his Service in LIC. As the photo was familiar I contacted his daughter who confirmed that he was our TVR. We pray lord Almighty for the soul to rest in peace.

Condolence Message from our president Shri GNS.

I was very much grieved to Know that Shri TV Ramakrishnan (popularly known as TVR) expired at Mumbai on 15 th of this month. It is learnt that it is only recently he shifted from his Kotturpuram residence in Chennai to Mumbai possibly to be with is daughter. He was one of the earliest persons to join our organization.


My association with TVR was not only old but always strong and cordial. We worked together in the Legal Dept of the zoal office Chennai. His views not only on legal matters but also on any general issue were candid and straight forward which I valued very much.


TVR leaves behind his wife , a son and 2 daughters to mourn his loss besides many a good friend like me. While extending our heartfelt condolences to his bereaved family I pray for his soul to rest in peace.

Dear Friends,

I thought a rather peculiar situation has suddenly come up, pointing to an area, where we perhaps need to be alert and tighten up. Yes, I am talking about Membership of our Associations, and our being not too vigilant, in bringing into our fold, those who are newly/already retired. I do know of some units amongst us, who systematically work on the List of Retiring Officers in their HQ Divisions of LIC, and approach them with the necessary formalities in right time, to make them part of us. But there are also Units of ours, where this aspect is not in their active consideration, resulting in a number of Retired Officers of LIC, just being left alone without their being brought in.

As all of you know, our Federation is very actively following up on the problems being faced by the Retired Officers. If some of them are left out from our membership, we are still fighting for their cause, and their remaining out of our fold, becomes a weakness for us.  We have, over the years, learnt it the hard way, that nothing ever gets done for us, without a sustained action at the All-India level. Then why leave the newer Retirees out, when legitimately, they should be part of us, because all their future interests are part of our goals in the Federation?

The sudden situation I have referred to in the beginning of this Circular, happens to be a Circular issued on the 18th May 2021, by the in-service Federation of Class I Officers, seeking Life Membership from Retirees, in the Officers’ Cadre! They have asked for the Retiree Officers to join in, as Life Members, paying a one-time Entry Fee of Rs 5000/-!

       It is a fact that we have been keeping a good working relationship with the In-Service Officers’ Federation all through.  I remember their General Secretary being invited during our Annual General Body Meetings, and in the speeches made on such occasions, the GS of Class I Federation, has been invariably expressing solidarity with us on all matters of concern to the Retired Officers, and promising to go along with us on areas of common concern.

       We had never any doubts regarding any plans for the in-service Federation to come in into our areas of operation, crossing the lines, which are pretty clear. Even now, I personally do not believe they have any such ideas of crossing over into our territory, in a show of contest with us where the interests of the Retired Officers are concerned. Though I do not look at this sudden call from them, to the Retired Officers, as anything more than an attempt to garner some amount of money from those Retiree Officers who have now received lump sum Arrears, we still need to take this as a wake -up call, to become alert, in enlisting into our fold, all Officers who are retiring. I would therefore like to call upon our Associations to be active in enlisting all the Retired Officers, which alone will give the Retiring Officers a feeling of a sense of belonging to this group, for all their future needs. The old saying, ‘Eternal Vigilance is the Price of Liberty’ holds good here in a very real way.

      Meanwhile, I have already written to the General Secretary of the In-service Federation, asking him to withdraw the call for any type of Membership of Officers who are Retired, as we are there to fulfil that role for them. I do hope this matter gets sorted out early, so that the erstwhile goodwill and relationship between the two Organizations gets back on track, instead of providing Threat Perceptions, which are not in the interests of both.  

It hardly needs to be stated here that the call given by the in-service Federation should not be heeded to by our members as such a Membership will not serve any purpose of theirs, as we are already in business there.

TWO MORE OF OUR FRIENDS FALL TO COVID. GNS CONDOLES.

Friends,

With deep sorrow we regret to inform you the demise of two of our friends within about a week.


A.Lakshmikanthan, aged 75,  Retired from Poonamalle branch as AO in May 2005, six months ahead of  his superannuation, succumbed to Covid 19 on 5th May 2021, as informed by his son. He was AO in P&IR Do I and CBO 15 earlier. One of the very sincere members of the Association,  he was active and took great interest  in the Association activities.  He was a devoted committee member and also an office bearer  of the Madras Insurance Institute during 70s and 80s, serving the cause of Insurance Education.  He has left behind his wife, son and a daughter. The octogenarians of our Association would remember very well his brother Shri A.Subbarao who lives in Bangalore. We pray Lord for the soul to rest in peace.

We had another shocking news about the passing away of Shri K.Gurumurthy, today (14-05-2021) morning, at SIMS hospital Chennai at the age of 66.   He retired on 30-06-2014, from Zonal Office as Secretary, Marketing (Sr. DM). Earlier he served as Sr.BM in Chennai Division I in Branch V and as MM in Chennai DO II also.   After retirement Shri Gurumurthy had settled down in Puduchery.  A  very soft spoken,  sincere member, Shri Gurumurthy was in touch with our Association secretary and used to refer retired officers for membership.  Let his soul rest in peace. Om Shanthi!!

We have been hearing many sorrowful news about the passing away of about 300 young in-service LICians during the past some days due to the attack of Covid 19.

Our sincere request to all of our members is to stay safe and follow the guidelines of the Govt. to protect ourselves.
